E. Major Issues and Concerns Essay Our world is richer than ever before, but it is also marked by enormous inequalities, both within and between countries. The average annual income of someone living in the world’s richest country, Luxembourg, is more than one hundred times larger than that of the average citizen of Sierra Leone, one of the world’s poorest. Such huge differences in living standards should be a matter of great concern, because they reflect serious inequalities in life opportunities. This calls for a robust policy response at both the national and international levels, so that all countries can achieve the Millennium Development Goals and other agreed development objectives (United Nations, Economic and Social Development Affairs, â€Å"2006† iii) . The process of globalization has not yet closed the income gap between poor and rich countries. On the contrary, the way in which world markets operate has been an important contributing factor to the rise in global income inequality. Richer countries, for instance, tend to have preferential access to capital markets, to attract more foreign direct investment, and to be more resilient than poorer countries in responding to shifts in global commodity markets. Efforts to reduce global inequality can promote growth and stability, and can help avert economic and social crises and even political instability. Part of the observed growth divergence is attributable to gaps in public investment in, and spending on, infrastructure and human development in these countries. Investments in infrastructure and human capital are necessary for growth. i) The need for improved infrastructure An adequate level of infrastructure is a necessary condition for the productivity of firms. It is difficult to imagine an economy without telephones, electricity or a road network. By its very nature, infrastructure is characterized by indivisibilities and countries will need to build up a threshold or minimum level of infrastructure (say, a minimum network of roads) to make a difference for economy-wide productivity growth. To reach that threshold, countries will need to sustain substantial public investment levels over prolonged periods of time. The failure to do so explains partly why Latin America and sub-Saharan Africa have fallen behind the East Asian countries that have sustained infrastructural investment. East Asian economies invested more in the quality and coverage of physical infrastructure. In sharp contrast, Latin American countries have witnessed a decline in infrastructural investment since the 1980s as a result of increased fiscal austerity. This has led to significant differences in the quality and availability of infrastructure. Since the 1960s, the road density in Latin America and sub-Saharan Africa has barely increased, while it has tripled in East Asia. Also, the availability of telephone lines in East Asia is twice as great as that in Latin America and 10 times greater than in sub-Saharan Africa. The empirical evidence indicates that lagging infrastructural development could account for as much as one third of the widening income differentials between East Asian and Latin American countries during the 1980s and 1990s. ii) Human development Some empirical studies suggest that developing countries could catch up with the developed world if only they attained increased levels of human development. The links between growth and human development are complex, however. There are large disparities in indicators of human well-being, such as life expectancy and educational attainment. However, the world has seen more convergence among countries in terms of improvements in health and education outcomes than in terms of improvements in per capita incomes. The evidence in this report indicates that countries with a successful economic growth performance all had relatively high levels of human development at the beginning of their sustained growth process and showed substantial improvements in education and health as average incomes improved. Conversely, however, not all countries with relatively higher levels of human development managed to achieve high long-term economic growth rates. Human development is a necessary but not a sufficient condition for sustained economic growth. Lifting other constraints on economic growth and structural change will be necessary to create opportunities for a better-educated population. The dynamic creation of decent and productive employment is the crucial link in this regard. Recently President Bush unveiled a broad proposal to boost US economic competitiveness by injecting more than 136 billion dollars into research and education over the next decade. The programme would promote the private-sector investment in innovation and strive to make US children better in mathematics and science. The initiative is aimed at strengthening US economic leadership in the face of growing competition from countries like China and India. The President said that â€Å"The American economy is pre-eminent — but we cannot afford to be complacent,† (CNN). In fact, no economy can afford to be complacent when it comes to supporting the fundamental cause of education and human development.

Memory and the Quest for Family History in One Hundred Years of Solitude and Song of Solomon Pierre Nora proposes that "the quest for memory is the search for one's history" (289). In their attempt to reconstruct the communal histories of their people, Toni Morrison and Gabriel Garcà ­a Mà ¡rquez rely heavily on the use of memory as a means to rewrite the history of those oppressed because of race, class and/or gender in a world where historiography has been dominated by the white man. Memory is closely related to the reclamation of identity and history -- both personal and collective. Both memory and history dominate Cien Aà ±os de Soledad (One Hundred Years of Solitude) from the very beginning, where the character Aureliano Buendà ­a is introduced through his own recollections: "Muchos aà ±os despuà ©s, frente al pelotà ³n de fusilamiento, el coronel Aureliano Buendà ­a habà ­a de recordar aquella tarde remota en que su padre lo llevà ³ a conocer el hielo" (9) / "Many years later, as he faced the firing squad, Colonel Aureliano Buendà ­a was to remember that dis tant afternoon when his father took him to discover ice" (9). The Growth of Government Intervention in the Economy The founding fathers of the United States wanted to create a nation where the federal government was limited in its authority to dictate ones inalienable rights, and many argued this extended to the right to the pursuit of happiness in the context of starting ones own business. Initially, the government did not meddle in the affairs of businesses, but the consolidation of the industry after the Industrial Revolution resulted in a monopoly of markets by increasingly powerful corporations, so the government stepped in to protect  small businesses  and consumers from corporate greed. Since then, and especially in the wake of the Great Depression and President Franklin D. Roosevelts New Deal with businesses, the federal government has enacted more than 100 regulations to control the economy and prevent monopolization of certain markets. Early Involvement of Government Near the end of  the 20th century, the rapid consolidation of power in the economy to a few select corporations spurred the United States government to step in and begin regulating the free trade market, starting with the Sherman Antitrust Act of 1890, which restored competition and free enterprise by breaking up corporate control of niche markets. Congress again passed laws in 1906 to regulate the production of food and drugs, ensuring that the products were correctly labeled and all meat tested before being sold. In 1913, the  Federal Reserve  was created to regulate the nations supply of money and establish a central bank that monitored and controlled certain banking activities. However, according to the United States Department of State, the largest changes in the governments role occurred during the New Deal, President Franklin D. Roosevelts response to the Great Depression. In this Roosevelt and Congress passed multiple new laws that allowed the government to intervene in the economy to prevent another such catastrophe. These regulations set rules for wages and hours, gave benefits to unemployed and retired workers, established subsidies for rural farmers and local manufacturers, insured bank deposits, and created a massive development authority. Current Government Involvement in the Economy Throughout the 20th century, Congress continued to enact these regulations meant to protect the working class from corporate interests. These policies eventually evolved to include protections against discrimination based on age, race, sex, sexuality or religious beliefs and against false advertisements meant to purposefully mislead consumers. Over 100 federal regulatory agencies have been created in the United States by the early 1990s, covering fields from trade to employment opportunity. In theory, these agencies are meant to be shielded from partisan politics and the president, meant purely to protect the federal economy from collapse through its control of individual markets. According to the U.S. Department of State, by law members of the boards of these agencies must include commissioners from both political parties who serve for fixed terms, usually of five to seven years; each agency has a staff, often more than 1,000 persons; Congress appropriates funds to the agencies and oversees their operations.

Bob McDonnell essays Bob McDonnell is running for Attorney General in 2005. He will, if elected, be replacing Jerry Kilgore, a fellow Republican. Mr. McDonnell served for twenty-one years in the United States Army in active duty as well as the reserves retiring at the rank of Lt. Colonel. He has served in the House of Delegates as a representative from Virginia Beach for thirteen years. Paul and I got there about ten minutes late but luckily nothing had happened yet. We noticed the news camera there, which left halfway through his speech. We all got signs with his name on it and below his name Republican appeared. Why is this necessary? I do not think that it should matter what party a candidate is in instead they should be judged upon the issues at hand. All it does is perpetuate a two party system in which many people are not really heard. They just vote for the lesser of two evils. Of course there are many people that full heartedly support candidates. This is one of the reasons that we have such a low voting rate in this country. Before Bob got to the podium two other people stood up there and rambled for a few minutes on how great of a guy he is. He started off by talking of the founding fathers saying George Washington is his hero. Then he spoke of the rising meth usage in southwest Virginia saying that he wants to raise mandatory minimum sentences. Later in his speech he said that he wanted to give judges more sentencing options in cases involving juveniles. This seemed slightly contradictory to me. He wants to bind judges hands in one area but allow them more leeway in another. Personally I am against mandatory minimum sentences as it does not allow a judge to look at a case and make and appropriate decision with the sentencing given different circumstances. Especially in the realm of drug enforcement when too often people are charged with intent to distribute because they have a certain amount of the drug. Distribution was ...

Their weaknesses, if present, are not inherent to them, but are products of the conditioning of slavery, so that they will stay ignorant and lacking in initiative for self-development. Douglass breaks away from the stereotype of the passive slave because of his knowledge that as a human being, he has rights and freedoms. He must and should be free, so he does all he can to prepare for the fateful day of his emancipation. Douglass demonstrates ingenuity and a firm resolution in reaching his dreams, because knowledge is not sufficient to be free. He is determined to learn literacy, but he has to be extra careful. He is resourcef ul enough to pay bread to street children who taught him how to read. By bragging to other children that he knows how to write, he also learned writing skills. At the same time, Douglass is observant of his surroundings. He studies letters from ships, which shows his determination to maximize his resources, however limited they are. Moreover, the copybooks of his young master proved to be invaluable. He practices how to write, while his masters are away. Douglass clearly does not know how to give up. He knows the painful punishment, perhaps even death, which awaits him; if his owners learned that he was studying how to write. Ethical Principles and Codes of Practice Essay Ethical principles and codes of practice can provide guidance in day-to-day practice. Analyse Peter’s situation in the case study and come to a conclusion about what would be an appropriate response. This essay will analyse the ethical principles and code of practice in relation to the case study of Peter, a man suffering from Alzheimer’s disease and will suggest a course of action for Peter’s situation based upon the application of these principles and the code. It will do this by examining the term ‘ethics’ and will focus on four ethical principles found to be relative to the kinds of ethical issues and challenges met within health and social care settings, these will be applied to the case study. Peter’s situation is that of a man, who, at the request of his family, unhappily (but apparently necessarily), moved to Parkside Manor, a small residential care home. Of late Peter’s condition of Alzheimer’s disease has advanced and he has become progressively uninhibited. His behaviour has caused the staff to question Peter’s placement at the care home, as some of the other residents are beginning to become troubled and distressed by his behaviour. Some staff feel that with the number of residents needing attention, Peter’s needs require more time than they have to give. However Peter’s family are resolute in their decision for him to remain at Parkside. ‘Ethics’ are defined as ‘the philosophical study of the moral value of human conduct and of the rules and principles that ought to govern it’ (Collins, 2006, p535). Individual values develop over time through socialisation, upbringing and experiences. These values when viewed on a personal level, guide individual actions. Individuals working in the health and social care setting also hold professional values derived from professional training and ideology. Decisions are made using both personal and professional values and all decisions will have an ethical dimension. Historically health and social care practitioners have been directed by principles and guidance, enabling them to develop what is described as a professional morality. Codes of practice have long been seen as regulations guiding practice, with clear standards of conduct (General Social Care Council, 2010, p 4). These usually include some exclusion’s such as disclosure of information but they mainly describe expected forms of conduct. In areas of health and social care ethical principles are used along with codes of practice to guide and enhance the decision-making process. These principles are related to a sense of doing the right thing or that which is moral and with ideas of what is good and bad practice (K217, Book 4, p28).This idea can be problematic and can be viewed both objectively and subjectively. If viewed from an objective point of view, who should be trusted to know what is the objective truth? If subjective, who is the one whose opinion should be listened to? Questions such as these are often at the core of dilemmas. Professionals working within health and social care environments do not just deal with decisions based upon the right and good. Consideration should also be given to ‘ethical dilemmas’, these are situations when two choices are apparent, both eq ual in morality and ethics (K217, Book4, p29). Pattison and Heller (2001) suggest, ethics and value issues thread their way through normal, daily health care practice, the interpretation of which is open to more than one explanation (K217, Offprints, p131). Although principles guide actions, there is still a need to assess a situation and devise an appropriate response. This assessment and response derive from an individual’s values and training as much as from principles. Ethical principles are important in the field of health and social care. Practitioners need to have the ability to make informed, ethical and justifiable decisions relating to the individuals in their care. This can be difficult when faced with a challenging case. Using a framework to develop a structured way of thinking through a particular ethical situation or challenge can be helpful. The ETHICS framework was developed to assist people working in care settings and offers a structured way of assessing a course of action in order to come to an ethically informed decision. It emphasizes the need to be able to select a course of action based upon guidance, information and established principles, as well as the individual’s beliefs. The framework requires practitioners to firstly, Enquire about the relevant facts of the case, Think about the options that are available to all involved, Hear the views of everyone (including service user, family members and relevant providers), Identify any relevant ethical principles and values which may help to guide the decision–making process, Clarify the meaning and consequences of any key values and finally Select a course of action offering supporting arguments (K217, Book4, p32). When taking into account the case study, four ethical principles will be examined. These are: respect for autonomy, non-malfeasance, beneficence and justice. The principles are seen as the starting points for the development of ethical approaches to care practice, providing a practical set of principles, which rather than offe ring direct answers to ethical dilemmas, set out useful guiding principles for practitioners when faced with controversial decisions (K217, Book 4, p34). In Peter’s situation, Autonomy or self-determination is complex. Respect for Autonomy refers to a commitment to respect the decision-making capability of an autonomous individual. Autonomy is the freedom to act as a person wishes, to be able to make decisions about their own life and not to be controlled by others. The case study points out that Peter ‘unhappily’ left his home, at the request of his family to move into Parkside Manor, indicating that Peter had no control over this situation. This lack of right to choose where he lives, directly impinges on Peter’s ability to be autonomous and make reasoned informed choices. Beauchamp and Childress (2009) identify two areas necessary for autonomy: Liberty or independence from control and Agency, the capacity for deliberate action (K217, Book 4, p39). When applying this principle to Peter’s case, it could be argued that a diagnosis of Alzheimer’s limits his capabilities to make decisions for himself, limiting capacity for intentional action and so reducing Peter’s ability to function as an autonomous individual. The codes of practice for social care workers (2010) state: ‘a social care worker must respect the rights of service users while seeking to ensure that their behaviour does not harm themselves or others’ (General Social Care Council, 2010, p9, 4.2). This causes a conflict of interest between Peter’s rights to act in a manner that he chooses and that of the other residents, who deserve to be able to move freely about the home without the risk of being upset or distressed by Peter’s actions. Staff may wish to take steps to minimise the potential risk of Peter’s behaviour causing mental harm and upset to other residents and by following risk assessment policies could asse ss the potential risks in this situation (General Social Care Council, 2010, p9, 4.2). Identifying harmful behaviour is multifaceted and open to interpretation. The assessment of risk could have serious consequences for Peter perhaps leading to a limiting of his rights and liberty in the interest of protecting others from harm (K217, Book 4, p60). Therefore over protection or unnecessary limitation could be considered an infringement upon Peter’s human rights (K217, Book 4 p65). The case study does not accurately point out if Peter has the mental capability to understand that his actions could be disruptive and upsetting for others. This being the case it may also be appropriate to talk to both Peter and his family about the situation in order to find a solution. As the code of practice maintains, ‘care workers must promote the independence of service users and assist them to understand and exercise their rights’ (General Social Care Council, 2010, p8, 3.1). It is suggested, that in cases where decision making capacity is deemed to be impaired, respect for autonomy may involve the care worker acting appropriately in an in dividual’s ‘best interests’ (K217, Book 4, p40). The difficulty here is that Peters best interests cannot be viewed without taking into account the best interests of other residents, care workers and relatives. This shows the limits of the code of practice in taking a narrow ethical view rather than trying to take a wider and more balanced perspective. Beneficence and the promotion of welfare are concerned with the provision of benefits and the balance of these against risk in the care and treatment of service users. It requires that care providers make a positive contribution to help others, not just refrain from acts of harm. It could be argued that in Peter’s case, moving into a residential setting may be seen as ‘doing good’. The theory of beneficence or ‘doing good’ is embedded in health and social care practice. Although, rather than being straightforward in its attempts to solve ethical dilemmas, beneficence can be viewed as being rather vague (K217, Book4, p34). The application of beneficence in Peter’s situation could be seen as a controversial one. The need to ‘do good’ in this situation could be seen to be against Peter’ s best interests, as in the case of consent. The case study alludes to the fact that Peter’s family are making decisions on behalf of Peter and that the diagnosis of Alzheimer’s disease means that he is incapable of contributing to decisions around his care and wellbeing. It could therefore be argued that this results in a paternalistic approach to care, whereby the family (who are making decisions on behalf of Peter) may be guided by practitioners views of what is in Peter’s ‘best interests’ and in doing so may neglect the choice and personal responsibility of the individual (K217, Book 4, p36). However paternalism may be viewed as acceptable if it is proved that Peter’s autonomy or decision-making capacity is compromised. In this case it may be advisable to initiate an assessment of Peter’s mental health capacity in order to justify the families’ involvement in the decision-making process. Beauchamp and Childress (2009) claim, the philosophy of non-malfeasance is an obligation to do no harm. Unlike beneficence, which promotes welfare and concentrates upon positively helping others, non-malfeasance focuses upon guiding health and social care practitioners to avoid harm-causing activities, this includes negligence. Having a duty of care for a person or persons in care is an ethical concept, neglect is an absence of ‘due care’ the lack of which would be seen as falling below the standards expected by the law and code of practice. The principle of non-malfeasance can be difficult to apply in practice (K217, Book 4, p37). Peter has not been physically harmed himself, although it could be disputed that his behaviour around Parkside Manor could be having a detrimental effect on the wellbeing of the other residents who are beginning to be upset by Peter’s uninhibited behaviour. Section 3 of the codes of practice for social care workers may guide staff in pr omoting the independence of other service users (residents) in assisting them to understand and exercise their rights to autonomy. Also for staff to use the appropriate procedures and protocols in which to keep other service users safe from harm (General Social Care Council, 2010, p8, 3.1). As stated, Peter’s ability to make decisions about his care could be impaired, as in the right to choose where to live (which was made at the request of his family). However, maintaining Peter in his own home, as was his wish, would require extra resources such as daily social care help. If this was unavailable, Peter’s wish to remain in his home could be seen as detrimental to his health and wellbeing as his condition deteriorated and this would not uphold the principle of non- malfeasance. The moral principle of justice according to Beauchamp (2006) is fairness in the distribution of benefit and risk (K217, Book4, p42). It can be viewed as fair, impartial and suitable treatment for the autonomous individual. This suggests that everyone has the right to participate in the decision-making process surrounding the ir own treatment. This clearly is not the case for Peter, as he may no longer be classed as an autonomous service user and may not be able to articulate his needs or desires in respect of his care. In this case the staff may wish to assign a person as an advocate to represent and support (where appropriate) Peter’s views and wishes (General Social Care Council, 2010, p6, 1.2). The case study also identifies the staffs growing concerns about their own abilities to be able to give Peter the care that he requires, with some suggesting that his needs demand more time than they have available. The code of practice sets out clear guidelines for staff in Section 3, stating that any resource or operational difficulties experienced by the care worker is to be brought to the attention of the employer or the appropriate authority (General Social Care Council, 2010, p8, 3.4). Staff working within the care home are under increasing pressure to cope with the demanding behaviour that Peter displays and in this case may feel that they are neglecting the other residents because of Peter’s growing needs. This highlights the problem staff have in distinguishing fairly between those that are seen to need support and those that are not. Discrimination such as this all be it without intention of causing harm, raises questions of inequality. As highlighted, codes of practice and other ethical guidelines are not without their limitations. These limitations are often down to an individual’s freedom of choice and their views of what is right and wrong. Codes of practice deal in respect of that is the ‘norm’ not the ‘usual’ and at this point common sense and a corporate view are necessary. Using the four principles to analyse Peter’s situation is far from simple as the principles themselves are open to individual interpreta tion. The task for those directly involved in Peters care, such as family, professionals and the care workers at Parkside, is to ascertain their legal, professional and ethical positions and balance these against the need to protect and care for other residents and staff within the care setting. This may involve identifying ways to reduce the risk to others and to Peter’s dignity and privacy. As the code of practice states ‘a social care worker must respect and maintain dignity and privacy of service users’ (general Social Care Council, 2010, p6, 1.4). Some of the staff at Parkside have begun to question if the placement is an appropriate one given Peter’s growing needs. Staff at Parkside Manor could begin to examine ways of improving the care and support on offer to both Peter and the other residents by firstly initiating an assessment of Peter’s mental health capacity, in order for staff to better comprehend Peter’s level of understanding and to further meet his needs. This will form part of a support plan that will identify resources necessary to meet his growing requirements. The case study does not adequately highlight if Parkside Manor is equipped to deal with mental health problems such as Alzheimer’s or if the population is that of older residents with general care needs. One solution for the family may be to investigate the possibility of an alternative placement for Peter. Placing Peter in a more suitable setting where the staff are more used to dealing with conditions such as Alzheimer’s disease could enhance quality of care and increase Peter’s quality of life. Importance of Political Theory POLITICAL THEORY Political Theory is generating an endless debate about its comprehensive definition; there are several views by theorists in understanding the nature of the discipline. There is need to clarify the meaning of key political ideas such as freedom, equality, justice etc. in a systematic manner. There is need to examine the arguments put forward by various political think-tanks in the justification of these concepts. In examining arguments, there is also need to reflect upon our modern political experiences and spot out trends and expectation for the future. Political Theory â€Å"is the combination of two words, ‘politics’ and ‘theory’. The word ‘Politics’, here stands for an identification of that which is to be â€Å"theorized† or â€Å" understood,† while ‘Theory’ comes from a Greek word called â€Å"theorema† which means what emerges from â€Å"theorizing.† ‘Theoros’ which means an intelligent observer, one who looks at what is going on, asking questions about it and tries to understand it. (LSE 1/1/54. Autograph).† John Plamenatz described political theory as the ‘systematic thinking about the purposes of government’ (Plamenatz, 1960: 37) and I think this definition is just as apt today as it was then. Political theory is, however, usually regarded as a distinctive approach to the subject, even though, particularly in the USA, it is seen as a subfield of political science involves the analytical study of ideas and doctri nes that have been central to political thought (Heywood, A. 2004). Political theory According to Farrell C. (2004), Political theory is thus a normative discipline; it is primarily concerned with how things ought to be as opposed to how things actually are. Leftwitch (1994), points out that one of the main contribution of political philosophy to our understanding of politics, is the potential for developing consistency and clarity of thought and judgment and that this process of clarification is not about analytical or explanatory activity: it is also about listening. According to Leftwitch politics is about conflict and its resolution, and resolving conflicts of interest occurs in all societies at all levels. Philosophical questions such as the nature of truth, will, determinism, etc. play a crucial role in argumentation, but we prefer the term â€Å"theory† because it seems less daunting and abstract; however we don’t see any substantive difference between theory and philosophy (Hoffman, etal, 2009). Political theory is not a question of whether political animals follow theory, but a question of which theory or concept is supported when they present policies and undertake actions (Hoffman, etal, 2009). Theory and concept are tools used interchangeably for political analysis with which we think, criticize, argue, explain and analyze to guide and inform political action. To argue that something is true is not to cast out all doubt, if something is true this does not also mean that it is not also false. It simply means that on balance one proposition is truer or less false than the other. To argue otherwise is to assume that a phenomenon has to be one thing or another; philoso phers call this dualistic approach (Hoffman, etal, 2009)†. Theorists are not only important to politicians: our notions of common sense and human nature are heavily infused with the views of thinkers we may never have heard of, for instance, Ben Barber tells us in his website that he was an informal advisor to President Bill Clinton between 1994 and 1999 because of his ability to bridge the â€Å"world of theory and practice.† I can contest as to whether the political leaders, acts according to the right political concepts, but it is irrefutable that their dealings are connected to theory. In relationship to what Hoffman says, to point out that â€Å"democracy† is good is both true or false, because even the true democrats would acknowledge some shortcomings of democracy and even the aggressive critics would agree that it has some positive component. According to Friedman, this vital freedom is found only in free market capitalist economies, in which ‘freedom’ in effect means the absence of government interference’. According to Mills (1859), â€Å"if all of mankind minus one, were of one opinion, and only one other person were of the contrary opinion, mankind would no more be justified in silencing that person, than he, if he had the power, would be justified in silencing mankind.† Thomas Hobbes for instance, described freedom as the ‘silence of the laws’. John Locke suggested that law does not restrict liberty as much as defend or enlarge it. Therefore I can argue that while I agree that individuals should be forced to be free on the other hand unconstrained freedom or liberty could amount to the infringement of other people’s rights. For example, people should be forced or encouraged to express their freedom of expression or movement or demonstration while taking into consideratio n the rights of others without infringing their rights. The idea of equality is perhaps the defining feature of modern political thought (Heywood, A. 2004). The most noticeable, and perhaps most imperative, manifestation of formal equality is the principle of legal equality, or ‘equality before the law’. In constructing his theory of ‘justice as fairness,’ Rawls appeals to the idea of the social contract. Cohen, portrayed legal equality as ‘market’ or ‘bourgeois’ equality, and argued that it operates as little more than a facade, serving to disguise the reality of exploitation and economic inequality. In constructing his theory of ‘justice as fairness,’ Rawls appeals to the idea of the social contract. A liberalist view, every person is blessed with reason or will, which hinges on individual rights, beliefs of rationality and self-interested. In true sense, however, equality does not mean the same treatment in as much as there can be no likeness of treatment as long as peopl e differ in want, capacity and need etc. As Walzer argued, different principles of justice may therefore be appropriate in different spheres of life. Rawls’s theory of the difference principle does permit inequality it does so only when such inequalities benefit everyone, especially the least advantaged. Dworkin’s principle, (2000) of equal concern requires us to compensate those who have handicaps and little native (or non-marketable) talents, there is a difference between someone who is less advantaged as a result of circumstances beyond their control (for example, being born with a severe handicap) and someone who is less advantaged as a result of their own choice (for example, choosing to live off welfare payments instead of working). For instance, when the government distributes fertilizer-subsidy or food items to the disadvantaged- I slightly agree with Rawls difference principle on one hand I do not agree on the other, especially the identification of the least advantaged. It is a little bit tricky for someone to qualify as a genuine needy person because it could encourage laziness to those who pretend to be the poorest. It is better for anybody to sweat in order to get something rather than getting anything on silver tray. History is evidently important, as part of exploration into modern challenges. My view, ‘political theory,’ is the ability to inquire into the political activity by using analytical tools such as concept, model and theory to dissect by believing the answers to the questions examined to have an important impact of what goes on in the real world. It is important for political academics to develop the critical skills necessary to explore new experience and new knowledge through the analysis of political ideas and their relationship to political practice. Her short film La Point–Courte is considered by some as the first new wave film. Her first full length movie, Cleo 5 to 7 falls within this genre as well. It is the story of a young woman dying of cancer and how she sees the world in the context of time. We follow the singer Cleo as she changes into the woman Flora and as she does so she begins to look at time in a different manner. It is the way time is represented through the camera shots which really make this film part of its new wave genre. The movie begins with a five minute prologue that occurs during the credits in which we receive all the important aspects of the following 90 minute film. We see a fortune teller, or rather a shot of her hands while she turns over the tarot cards that are Cleo’s fortune. GLUT 4 in Muscle Cells Essay -- Biology

Hypothesis During muscle contractions cytosolic calcium and adenosine monophosphate activated protein kinase (AMPK) levels increase. Exercise also increases GLUT 4 production, which allows more glucose to be metabolized in the muscle cell. The purpose of this study was to determine whether calcium and AMPK cause the increases in GLUT 4 production in the cell. The hypothesis regarding GLUT 4 being tested in this research article stems from related research, which showed that GLUT 4 and mitochondria increase due to repeated bouts of muscle contraction. Since raising calcium levels in the cytosol of the cell increases mitochondria, GLUT 4 is may increase as well. The hypothesis that is being tested with this research was that GLUT 4 will be increased in skeletal muscle cells due to induced increases in the cytosolic calcium levels. These calcium levels are increased in cells naturally due to exercise. Since exercise also increases activity of AMPK, the study tested the effects of increasing AMPK on GLUT 4 levels in skeletal muscle. Methodology GLUT 4 levels were determined after exposing muscle cells to the various stimuli. In order to test whether the various stimuli increased GLUT 4 muscle cells were either exposed to a single stimulus, a stimulus with an inhibitor specific of the stimulus, or no stimulus (control). Then the GLUT 4 protein levels in each set of cells could be tested in order to determine the effects of each stimulus. Various chemicals that are known to be produced in a muscle cell during normal exercise were used as stimuli. Caffeine, which produces increased cytosolic calcium, was used to simulate the normal increase in calcium in a cell during exercise. An... ... activity effect GLUT 4 protein. The results of this study show that during exercise GLUT 4 in muscle cells was increased by increases in cytosolic calcium levels as well as the activation of AMPK. The transcription factors that are responsible for "making" GLUT 4 are also increased by these two chemicals. The increases were found to be regulated by CAMK an inhibitor of calcium. This is important for muscle metabolism and effects on diabetes. The capacity for metabolism in muscle cells is enhanced with training because greater amount of GLUT 4 in the muscle cell is important to respond to stimuli. Consequently more glucose is transported into the cell to be metabolized. This GLUT 4 increase is an adaptive response to the body's greater need for energy. Ultimately this results in more glucose, which means more energy for the cell to use.

American Minorities and Sports Essay

Sports have always had an enormous impact on American society and culture. People use sports at all levels, whether it’s youth, high school, college or professional, to help build an identity, connect with others and grow as individuals. Even though American is a diverse country made up of different races, nationalities and ethnicities, discrimination has been in issue throughout America’s history. Sports took on an even greater meaning for some minorities during the 20th Century, especially Europeans and blacks. They used sports as a means of vertical mobility in order to advance themselves socially in America. The idea of social mobility was one concept that originally drew many immigrants to the country. Between 1880 and 1915, around 26 million immigrants moved to the United States, and about half came from several areas of Europe (Moore, 2011a). America offered the chance for people to better themselves and someone from any background could become successful and rise above their parents. During this time, Americans were already viewing sports as an important and democratic part of life, because it judged people on their talent and skill alone (Reiss, 1980). Competition was an opportunity to prove and show off your â€Å"manliness† and power. Sports were also seen as a way to gain vertical mobility, and for Europeans, it was a way to become more accepted into the American culture. Although they received more respect than blacks, they mostly were not considered truly â€Å"American† (Moore, 2011a). Boxing was a popular sport among young immigrants. Boxing was a sport that proved â€Å"manliness† and toughness, and turning professional meant chances to earn prize money. Most immigrants from Europe lived on the East Coast in cities that quickly became crowded and poor, and fighting was a functional skill to learn while living in the ghetto neighborhoods (Reiss, 1980). Boxing became a social ladder for ethnic groups since one group seemed to dominate until another group became better. Whoever were better boxers at the time were viewed as the tougher race. In the 1800’s and early 1900’s the Irish held most of the Heavyweight Championship titles, with boxers like John L. Sullivan, Jack Kilrain and Gene Tunney (Sowell, 1983). In the 1920’s and 30’s Jews began to have success in the ring, with 1913 being the only year in since the start of the century that there was no Jewish champion. In the two decade span they held 18 titles (Moore, 2011a). These champions were important to the Jewish in proving their worth to the country and countering the discrimination that the Nazis in Germany were trying to spread. Boxing for European ethnic minorities served as a way to prove their race’s toughness, and prizefighting was a way to leave the poor ghettos and make a decent life for themselves. Italians were slower than other groups in their involvement with sports. Between 1899 and 1924 about 4 million immigrated to the United States and settled in the crowded East Coast cities (Reiss, 1980). The Progressive movement was gaining popularity at the time, but because of their past in Italy, many Italians mistrusted governments telling them what to do and what their children should do (Moore, 2011a). However, 2nd generation Italian-American children were given opportunities to play sports through the creation of the Public School Athletic League. In 1905 historian Camillo Cianfarra tracked the Italian youth development in sports and observed: â€Å"In our public elementary school competitions, our children are not inferior to the children of other nationalities, in the lists of gymnastic [track and field] winners the Italian names appear quite frequently as they appear in the rosters of teams involved in inter-high school competition† (Reiss, 1980). Baseball soon became a popular sport with the Italians, and they became very successful with the sport. By the time of the Depression, Italians were becoming a majority in the Major Leagues (Moore, 2011a). Italians success in baseball gave them social mobility, but they were also still discriminated against. Some of the best players in the league in the 1930’s were Joe DiMaggio, Tony Lazzeri, Frank Crosetti and Ernie Lombardi (Baldassaro, 2005). Joe DiMaggio helped Italians gain more exposure and respect when he became the best player in the league and an American celebrity (Moore, 2011a). Blacks in the United States had similar involvement as the Europeans with ports and social mobility, although they faced much more discrimination and rejection than the other minorities. Blacks used sports as a main way to try and prove their equality to the rest of the country. They viewed successful black athletes as heroes and passionately supported them, and used them as a more subtle channel to showcase their fight against the discrimination and hate that they faced daily. Boxing featured several black champions and was a popular sport, just like it was with the European minorities. One of the earliest black champions was Peter Jackson, an Australian who won the Heavyweight Championship over there in 1886. He traveled to America in 1988 to fight John L. Sullivan, who held the Heavyweight Title, but Sullivan refused to fight him because he was black. Besides that setback, he was considered one of the best boxers of the time, and blacks loved him because he was a respectable man and proved black equality with his victories. Frederick Douglass at the time said, â€Å"Peter is doing a great deal with his fist to solve the Negro question† (Moore, 2011b). He was also respected within the white community because he never bragged or belittled an opponent (Moore, 2011b). People around the country of any race looked up to him as a role model. Although Peter Jackson helped gain some respect for blacks in white America, it wasn’t until Joe Louis that Americans found a black athlete that was embraced as an American hero. Louis was born in Alabama in 1914 as the son a sharecropper and great grandson of a slave. His family moved to Detroit in 1924 where he soon took up boxing. After ten years of hard work he won the Golden Gloves as a light heavyweight and his career took off from there. One of his biggest victories was against former heavyweight champion Primo Carnera in front of a crowd of 62,000 at Yankee Stadium (Official Site, n. d. ). Louis’s symbol as an American hero though didn’t fully happen until he avenged his loss against German champion Max Schmeling with a first-round knockout in 1938, during the time of the Nazi’s dominance in Europe. It was this victory that caused the American people to see him not as just another black fighter, but as an American hero. It helped to counter the impression of successful black athletes that Jack Johnson, the previous black heavyweight champion, had left, and in a way almost transcended his race (Schwartz, n. d. ). â€Å"What my father did was enable white America to think of him as an American, not as a black,† said his son, Joe Louis Jr. â€Å"By winning, he became America’s first black hero† (Schwartz, n. d. ). In the 1960’s, black athletes used the world’s biggest sporting stage to fight racism and show their protest against the discrimination that they were still facing. In October 1967 the Olympic Project for Human Rights was established by sociologist Harry Edwards and others, mainly athletes. The goal of the organization was to protest segregation and racism in sport and society. A boycott of the 1968 Mexico City Olympics was suggested but never happened, yet several members still used the Games as an opportunity for the organization. Many on the US Track and Field team wore black socks as support of the black community, or badges of the OPHR (Henderson, n. d. ). The most famous act of protest however was from sprinters Tommie Smith and John Carlos, who finished 1st and 3rd in the 200m final. On the medal podium, they each raised a fist while wearing a black glove. The act led to the International Olympic Committee president, Avery Brundage, suspending them from the rest of the competition and forcing them to leave (Moore, 1991). Although the protest had negative consequences for the sprinters, it was another key moment in sports that showed how the black community rallied around its athletes and used sports as a way to come together and fight for civil rights. Sports and competition were important in minorities efforts to advance in 20th century America through vertical mobility, although the reasons were different for each race. Europeans struggled with adjusting to a new country and culture, and sports helped serve as a way to assimilate more with the American culture and be accepted. Because of the large numbers of immigrants in the late 1800‘s and early 1900‘s, most lived in poor, crowded urban areas. Being successful in sports meant a chance to become professional, leave behind poverty, and make a life for yourself. It was essentially the â€Å"American Dream. † Sports had a slightly different meaning for black Americans. The United States was still a country of discrimination and oppression, and black society used their successful athletes to empower and unite them. Through heroes like Joe Louis, they fought against the discrimination and tried to prove their equality to whites. Both minorities in the 20th century viewed sports as a key tool in their struggle for acceptance in American society.

Back to School Essay

They say that education is the most important thing for society. That education is the way out of trouble, poverty, unemployment and many other things. But all of this is hard to understand for children, and that is a problem, for it is them who are in the education system. So how do you get kids and youngsters to understand the importance of education and hard work? That is what Barrack Obama – the president of the United States of America – has tried to do. He gave the speech â€Å"Back to School† to students of all ages in the school system trying to evoke in them a feeling of responsibility when it comes to school and education. This paper analyzes and comments on that speech, and it partly focuses on how he addresses his audience, and what feelings he evokes in them. When you talk about rhetoric there is a classic way of building it up: The opening comes first. Here Obama says hello and talks about the first day in a semester day, such as that exact day. Then the narrative which is some background information. Here he talks about his own experience as a schoolboy. After that comes the argumentation. In this part all the main weight of the speech is. He talks about responsibility, opportunities and so on. Then normally comes the refutation, but that part it not present in this speech, so at no point does he come with any arguments against his proposition, but on the other hand that would also be stupid in this case. In the end is of cause the ending. Here he concludes what he expects from all the students. This makes it all very easy understandable and easy to follow, which is important when he is addressing kids and youngsters. The main point he is making is that all the students should work hard in school so they can get a good education. As a ground for this main statement he says that a good education is needed if one wants to become something in life, and that jobs and money does not come from nothing. He uses different kinds of rhetorical techniques when he argues his points. He starts off by addressing the audience personally in the very first line, â€Å"Hello everyone – how’s everybody doing today? † (l. 1). This makes the audience pay much more attention than if he had just said something such as ‘welcome’ for instance. Throughout the speech he often repeats a word or the beginning of a sentence such as it is seen in lines 164-165. Here he repeats the phrase â€Å"I expect †¦Ã¢â‚¬ . This gives his words more substance. When you read or hear it you really focus on the things that are repeated. So when it is used here you really understand exactly what it is he wants the students to do. Another thing that he does to really capture his audience is to give them examples that they can relate to or compare themselves to. This is done in line 92 to 107. This is also good, because it is a quite young audience he is addressing in this speech and it makes the whole thing easier accessible for them. He also tells his own story, and thereby makes himself more relatable. That is important, because when kids see Obama they see a famous person but none the less a stranger, and therefore an adult whom they do not know how to relate to. All these things make him more unrelatable for the young people. So when he reveals details about his own childhood he creates a trust bond between himself and his audience, and in that way makes the kids want to listen and more likely agree with him. In America national sentiment is very common, and responsibility towards the country is often used as a means to encourage and motivate people. This feeling is something that Obama also takes advantage of, â€Å"If you don’t do that – if you quit on school – you’re not just quitting on yourself, you’re quitting on your country† (ll. 63-64). The country and the responsibility to it are mentioned several times. The feeling that the students have to do well in school not just for themselves, but for their country, is then built up through the speech to a degree where it almost causes bad continence for those who does not take their school seriously. Obama addresses his audience with a great deal of empathy, â€Å"Now I know it’s not always easy to do well in school. I know a lot of you have challenges in your lives right now that can make it hard to focus on your schoolwork. [Here is a line break in the text] I get it. I know what that’s like. † (ll. 65-67). This is another thing that minimizes the distance between Obama and his audience. This empathy causes people to respect him more because they feel they are somewhat on the same page. It makes the audience want to listen because they now can see that he is not unaware or indifferent of the obstacles in their lives. Throughout the speech Obama uses pathos as the main way of persuasion. â€Å"And even when you’re struggling, even when you’re discouraged, and you feel like other people have given up on you – don’t ever give up on yourself. Because when you give up on yourself, you give up on your country. † (ll. 147-149), here it is the feelings and emotions he appeals to. This is a very strong way of appealing to appealing to people, because it makes people more likely to agree, because they are emotional. In lines 158 to 160 he gives a line of questions. Those questions are meant so the audience will be encouraged to do something with their lives and therefore focus on their education. It is not questions about whether or not they will achieve something in life, it is questions about what that will achieve in life. That way he tricks the audience into feeling that they have to achieve something, something for their country. Through the use of different rhetorical techniques, such as repetition, appeal to emotions, a line of questions and leveling himself with his audience, he achieves a convincing argumentation. He addresses his young audience with empathy, and reveals his own story to them which makes the distance between him and his audience smaller. So maybe Barrack Obama has found the right way to address a young audience, and convince them to work harder in the schools.

However, Bernstein (2010, p.91) notes that the process of rebuilding the chemicals broken apart in the rods and cones usually takes some time, w hich explain why a person usually find it hard seeing when entering a dark room when coming from a bright light. Nonetheless, as one continues to stay in the dark, the rods quickly build up the chemicals thereby enabling the person to start seeing things normally. This process of adjusting to darkness overtime is usually referred to as dark adaptation where one becomes approximately 10,000 times more light-sensitive after being in the darkness for quite awhile according to Atchison and Smith (2000, P.12). Cones, on the other hand, contain three light-sensitive chemicals that help in determining the color being seen by an individual. Cones are usually found at the middle of the retina in an area known as the fovea. The fovea is the area where the incoming light is focused. Bernstein (2010, p.91) notes that the density of cones in the fovea differs from one person to another, which explains the differences in visual acuity among different people. What is noted that cones usually works best at high light intensities, where the ability to differentiate colors become active (Bernstein et al. 2007, P.46). For instance, it is possible for one to pick two different socks in a dark room thinking that they resemble each other and only learn later that the socks are actually different in color. From the retina, signals are transferred to the brain, where the information is translated before an individual is able to see something. However, as Bernstein (2010, p.91) points out, the eye does not just transfer the images it focused on the retina directly to the brain as this will make one see blurred pictures. Instead, the visual images are first sharpened by the eye, a function, which hugely depends on the interaction between the rods and cones, found in the retina of the human eye as noted by Atchison and Smith (2000, P.12). Bernstein (2010, p.91) reveals that rays of light usually pass through numerous structures of the retina before striking the cones and rods.
